It could be a number of things.

If the weather has been wet, cold and windy or super hot (depending on where in NZ you live) this can cause leaves to drop. Are they getting enough water or too much water? If fertiliser has been applied recently was it applied at the correct rate and watered in? These are also factors to consider. 

If it is the older leaves that are dropping rake them up and dispose of in the rubbish or burn and check the underside of the leaves and the plant for signs of pests or diseases. Try regular feeding with Tui Organic Seaweed Plant Tonic every 7 days and apply around the base of the rose as this will help the plant recover from any stress it may be suffering as well as improve overall plant health.
